Consignment Based Conformity Assessment - SAZ | Standards Association of Zimbabwe

Zimbabwe Ministry of Industry and Commerce has appointed the Standards Association of Zimbabwe as the Destination Inspection Service Provider for Verification of Conformity once goods and vehicles arrive at ports of entry without the necessary pre-shipment inspection certificates (CoCs).

The Destination Inspection programme shall commence on 1 June 2022, replacing the issuance of exemption letters by the Ministry of Industry and Commerce for all consignments shipped to Zimbabwe as from 1 June 2022 without the necessary pre-shipment inspection certificates.

Destination inspection will be conducted at ports of entry, warehouses, client premises or any designated location as deemed suitable prior final customs clearance of goods and motor vehicles.

The goods, motor vehicle spares and vehicles have to be controlled under SI124:2020 and/or successive legislature.
The goods, motor vehicle spares and vehicles must have arrived in Zimbabwe without the necessary pre-shipment inspection certificates.
Destination inspection shall be applicable to all motor vehicles without pre-shipment certificates regardless of FOB value.
Destination Inspections shall be applicable to Goods and Vehicle Spare Parts of a minimum FOB value of US$1000.00

Register an account on the SAZ Portal; https://sazportal.saz.org.zw
Under the Goods Inspection tab, select “Request for Inspection” and fill in all the applicable fields, adding products to be inspected and the applicable import documents e.g. final invoices, waybills etc.
Submit the application
Invoice(s) for destination inspection will be sent to your sazportal account and email.
From your user dashboard on sazportal, Payments can be made by either attaching the POP or using the online payment gateway available.
Once payments are confirmed, Inspectors will be assigned to conduct the inspection at the ports or locations stated in application.
Once inspection is done, a verifiable e-Certificate shall be generated and accessible to the Applicant, ZIMRA and the Ministry of Industry and Commerce

Issued on consignments that conform to minimum quality criteria as per the international, regional or local standard used.
The certificate of conformity shall strictly be generated on the Goods Inspection portal on the webstore.
This shall be used by ZIMRA to clear the consignment.
The certificate shall be valid for 3 months.
The certificate of conformity shall have a QR code for certification verification.

This shall be issued to consignments that do not conform to minimum quality criteria as per standard used
Once issued, the consignment shall not be permitted into Zimbabwe.
The consignment shall be re-exported or seized by ZIMRA for destruction at the importers cost.

Issued for motor vehicles that require minor repairs e.g. replacement of wipers, brakes, lights etc
Once issued, the motor vehicle shall be cleared and released to VID to monitor the repairs prior re-inspection and release of vehicle.
